President Heine Delivers High-Level Statement and Commitment at Island States Ocean Summit

TOKYO, JAPAN — Her Excellency Hilda C. Heine delivered the Republic of the Marshall Islands’ High-Level Statement and Commitment at the Island States Ocean Summit, “Sustainable Ocean Action for Resilient Islands,” in Tokyo, Japan on June 3, 2026.

Addressing heads of state, ministers, development partners, and ocean leaders, President Heine emphasized that the ocean is far more than a natural resource.

“For my country, the ocean is not simply a resource. It is our identity, our livelihood, our history, and our future,” President Heine stated. “As a large ocean state, sustainable ocean planning and management is not optional. It is essential.”

President Heine highlighted the growing challenges facing island nations, including climate change, biodiversity loss, marine pollution, and increasing pressures on ocean resources. She stressed that while island states are leading efforts to protect and manage their oceans, greater access to financing, technology, scientific data, and capacity-building remains critical.

President Heine also showcased the Marshall Islands’ leadership in community-centered ocean management through Reimaanlok, the nation’s conservation planning framework that integrates traditional knowledge, scientific research, community participation, and long-term planning. The establishment of the country’s first national marine sanctuary in 2025 surrounding the remote northern atolls of Bikar and Bokak was also highlighted. The sanctuary protects approximately 48,000 square kilometers of some of the Pacific’s most pristine marine ecosystems and reflects the nation’s commitment to biodiversity conservation, food security, climate resilience, and sustainable livelihoods.

President Heine welcomed the proposed Sustainable Ocean Planning and Management Support Platform, calling for a demand-driven, country-led mechanism that strengthens capacity and partnerships while remaining responsive to national priorities. She concluded by reaffirming the Republic of the Marshall Islands’ readiness to work alongside regional organizations, development partners, and fellow island nations to advance sustainable, inclusive, and resilient ocean management for present and future generations.
